Juliet Shoultz Named Director of Office of Technical and Information Services

October 20, 2026

The Access Board’s Transportation Systems Engineer Juliet Shoultz has been named the new Director of the Office of Technical and Information Services (OTIS). In her new role, most recently held by Alison Levy, Shoultz will lead the Access Board’s team of Accessibility Specialists in developing accessible design guidelines and standards, providing technical assistance, and delivering training on access to the built environment, transportation vehicles, public rights-of-way, information and communication technology, and medical diagnostic equipment under the Americans with Disabilities Act of 1990 (ADA) and other laws.

“I’m honored to serve as the new Director of OTIS,” Shoultz remarked. “The Access Board’s incredible team of Accessibility Specialists are key to the agency’s mission, and I look forward to working with them as we continue to provide the highest quality technical assistance, training, and other services to the American people.”

Shoultz joined the Access Board as a Transportation Systems Engineer in 2017. In that role, she served as the lead technical staff member on accessible transportation, with a portfolio that included accessible transportation in the public right-of-way, transportation vehicles, electric vehicle charging stations, passenger vessels, and other emerging technologies in the transportation field.

Furthermore, Shoultz is a nationally recognized subject matter expert on accessible transportation; she has sat on National Cooperative Highway Research Program (NCHRP) panels and Transportation Research Board (TRB) standing committees. She currently serves as a member of the TRB Standing Technical Committee on Mobility of Older Persons and Individuals with Disabilities (AQC13).

The Office of Technical and Information Services provides confidential, free technical assistance, as well as bi-monthly webinars, training upon request, and other services. Visit the Access Board’s website to learn more.
