The Board developed these guidelines as a supplement to its ADA and ABA Accessibility Guidelines according to recommendations from an advisory panel it organized, the Emergency Transportable Housing Advisory Committee included representation from disability groups, industry and code groups, and government agencies.

The Board published the supplment in final form in May 2014.  Compliance with the ETH provision is not required by entities subject to the ADA until the Department of Justice (DOJ) updates its accessibility standards to be consistent with the final rule.  Compliance is not required by entities subject to the ABA until the Department of Housing and Urban Development (HUD) updates its accessibility standards to be consistent with the final rule.

  • November 18, 2008 - Advisory Committee submits its final report to the Board
  • June 18, 2012 - Board proposes guidelines for public comment

  • May 7, 2014 - Board publishes final guidelines for emergency transportable housing
  • June 6, 2014 - Final guidelines become effective as part of the ADA and ABA Accessibility Guidelines (but are not yet effective as part of the ADA and ABA standards until adopted by DOJ and HUD, respectively)
